That doctor ought to be jailed for child abuse and throw away the key!
Same goes for parents who let their kids ride the trails on the two-three-four wheelers. The law won't let them on the highway, parents should be liable for letting them wherever they can hurt themselves. Again, arrest them and throw away the keys.
